Ing. Ramiro Valencia

Ramiro Valencia is a consultant with Telecom Advisory Services, based in Quito, Ecuador, specialized in economics of telecommunications regulation.

Prior to joining Telecom Advisory Services, Mr. Valencia had a twelve year career in telecommunications regulation and policy making in Ecuador. In his last assignment, he was Director of Telecommunications Policy at the Ministry of Telecommunications of Ecuador, focusing on the implementation of policies aimed at promoting investment and restructuring of the Universal Service Plan. Before joining the Ministry of Telecommunications, Mr. Valencia was Director of Telecommunications Planning and Director of Statistical Analysis of the telecommunications market at the Telecommunications Regulatory and Control Agency (ARCOTEL). Prior to his work in telecommunications regulation, Mr. Valencia worked as an engineering project manager with Firmesa Industrial and Red Microtel, among other firms.

Mr. Valencia graduated cum laude with a degree in electrical and telecommunications engineering and holds a Certificate in Automation and Industrial Controls from the National Polytechnic School (Escuela Politécnica Nacional) of Ecuador. He also holds an MA in Development Economics from FLACSO (Facultad Latinoamericana de Ciencias Sociales). He has published research on the impact of telecommunications in poverty reduction and the role of community networks in bridging the digital divide.
